Scott Holton, Principal

Scott has been immersed in Colorado real estate since 1997. He has extensive experience adding value to partners and the community for a variety of project types, including market-rate housing, affordable housing, office, and mixed-use. Scott leads Element’s efforts to source, underwrite, entitle, and produce excellent project results for stakeholders. He holds a B.A. in economics from the University of Colorado at Boulder and also attended the London School of Economics. Scott was formerly a commissioner of the Boulder Housing Authority (Boulder Housing Partners). He currently serves on the board of directors of the Colorado Outward Bound School and Boulder Housing Partners Foundation, and is an active member of the Urban Land Institute.

Chris Jacobs, Principal

With over 20 years experience in real estate investment and property management, Chris co-founded Element Properties with Scott Holton in 2010. Prior to joining Element Properties, he founded Jacobs Enterprises, LTD, which participated in the financing and management of a variety of ventures in real estate investment and development, as well as in the software, restaurant, and cleantech industries. Before that, Chris worked as an analyst for Related Capital Company, the nation’s leading developer and syndicator of affordable housing, where he participated in the placement of more than $100 million in tax credit equity for affordable housing developments. He received his Bachelors degree in economics from Northwestern University.

Kevin Knapp, Principal — Community Development

Kevin joined the Element Properties team in 2012 to lead the firm’s new construction and community development activities. Previously, Kevin worked in the affordable housing industry developing projects with Boulder Housing Partners (BHP). Among his achievements at BHP were the development of the 59-unit Red Oak Park property that was primarily financed with Low Income Housing Tax Credits and has gone on to win many local, national and international awards for its innovation, design and sustainability. He is an active volunteer with I Have a Dream of Boulder County, a mentorship program aimed to help children from low-income neighborhoods reach their academic and career goals. Kevin has an MBA degree from the University of Colorado, Boulder where he is now a frequent guest lecturer.

Catherine Bean, Director of Development

Catherine joined Element Properties in 2015 to help create strategy and manage the execution of the organization’s development projects. Previously, she spent over three years with the US Department of Housing & Urban Development (HUD) where her responsibilities included managing  FHA’s Breaking Ground Program and overseeing and analyzing HUD’s $13.6B share of the American Recovery and Reinvestment Act. Prior to that, she spent two years working for the New Orleans Area Habitat for Humanity, managing multiple post-Katrina initiatives while serving as assistant to, and representative of, the Executive Director. Catherine received her BA in History from the University of Virginia, and earned an MBA degree from Harvard Business School.

Christy Valentine, Finance Manager

Christy joined Element Properties in 2014 to manage the business’ finances. Previously, she focused on financial analytics and data management at Platts, A Division of the McGraw-Hill Companies. Christy enjoys serving on the committee for the annual Buffalo Bicycle Classic, a fundraiser for scholarships awarded to promising students in CU-Boulder’s College of Arts and Sciences. She received her BA in French from the University of Colorado, Boulder with an emphasis in business.

Gavin McMillan, Project Manager

Gavin McMillan has nine years of experience working on land use planning, development entitlement, and real estate market analysis throughout Colorado. Gavin has worked in both the public and private sectors, and has a strong understanding of the unique interplay between local policy, sound land use planning, and overall market dynamics.

Prior to joining Element, Gavin worked as the Director of Research at the Highland Group, a Boulder-based company that provides market research and strategic consulting for housing and care targeted to older Coloradans. He also worked as a Planner in the City of Louisville for five years, where he focused on entitlement, project management, and long-range planning and policy development.
